Enable NUM LOCK at Login

A useful tweak for multiple user machines. By default the NUM LOCK status is off at the login screen. This tweak sets the status to on.

THIS TWEAK IS INCOMPATIBLE WITH SOME (most?) LAPTOPS
Rather than turning on Numlock, it will, instead, turn on the Function key.
